The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. Specialized Experience Requirement:
Specialized experience is paid or unpaid experience which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression of the occupation. For GS-11:
Applicantsmust have one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes using investigative techniques; applying federal laws, regulations, and procedures where applicable to criminal investigations; assisting with federal criminal investigations; and analyzing information and preparing written reports of investigationl -OR-. Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position being filled; -OR- Combination of the required experience and education for this grade level. For GS-12:
Applicants must have one (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes using investigative techniques; applying federal laws, regulations, and procedures where applicable to criminal investigations; conducting federal criminal investigations; conducting investigative interviews; and analyzing information and preparing written reports of investigation. Applicants must have at least 52 weeks at the GS-09 or higher. GS-12:
Applicants must have at least 52 weeks at the GS-11 or higher. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Applicants for the Criminal Investigator position who have been convicted of a misdemeanor crime of domestic violence are not eligible for employment. You will be required to sign a Qualification Inquiry prior to confirmation of appointment. 2. Drug Test and Medical Examination:
You will be subject to a pre-employment drug test and medical examination and must successfully pass. If selected for the position, you will be subjected to periodic drug tests and medical examinations that must be passed successfully to retain the position. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. You must have successfully completed a recognized federal law enforcement training program such as:
(1) the Criminal Investigator Training Program (CITP) conducted by the Federal Law Enforcement Training Center (FLETC); or (2) the Special Agent Basic Training conducted by Drug Enforcement Agency or Federal Bureau of Investigations; or (3) the Basic Inspector Training conducted by the US Postal Service. (You must include a copy of the Training Certificate of Completion in your application package). 4. Firearms:
Incumbent may be required to carry a firearm during the performance of duties. Firearms qualification with a standard issue firearm is required. 5. Federal Law Enforcement Officer (FLEO):
This position is covered by the special retirement provisions for Federal Law Enforcement Officer (FLEO). Candidates without previous FLEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service. 6. Mobility Agreement:
To promote the efficiency of OCI, the incumbent of this position may be reassigned to another position and/or location within OCI in the United States or Puerto Rico. You will be required to sign a mobility agreement to accept relocation to other geographic location, if required by the agency. Failure to relocate when directed may result in separation from employment in the FDA in accordance with appropriate Government regulations. 7. Law Enforcement Availability Pay (LEAP):
You will be subject to work unscheduled duty hours and must be available for unscheduled duty based upon the needs of the U.S. Department of Health & Human Services; therefore, you are eligible for Law Enforcement Availability Pay (LEAP) of an additional 25%, and are subject to the provisions of the LEAP Act of 1994. PHS Commissioned Corps Officers interested in performing the duties of this position within the Commissioned Corps may apply online to this announcement.
