Civilian Pay Technician

Major duties and functions include but are not limited to:
Audit and reconcile time and attendance records to ensure accuracy of paid hours and premium pay for employees appointed under each personnel system Research and code changes to employees' records and perform Perform work related to maintaining payroll records, applying pay laws, regulations and policy, researching night differential, overtime, com time, holiday, or weekend premium issues Determine the completeness, accuracy, internal consistency and propriety of pay actions and ensure that the actions are in accordance with rules, regulations, guidance, and instructions Audit transactions to ensure employee's pay/leave is correct Research individual leave records, conducts annual or semi-annual audits and review current time and attendance documents Assist with training of new timekeepers and certifiers and provide information regarding pay and leave to employees and their supervisors Respond to written and verbal inquiries from employees, supervisors, payroll staff, and GLA management Utilize knowledge and skills required to effectively implement the Green Environmental Management System (GEMS) Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
processing pay and leave actions by utilizing various automated pay systems; recording, reconciling, and balancing pay data by various categories for accounting, budget, production, or other management purposes; making retroactive adjustments and tracing errors which involve correction of pay and extensive research; applying knowledge of rules, regulations, and practices relating to civilian pay and time and leave; creating and maintaining reports related to employees' pay and leave; and keeping abreast of a broad range of pay plans, different types of appointment and work schedule, and employment situations and conditions. (This experience must be supported by your resume to be creditable.) You will be rated on the following Competencies for this position:
Attention to Detail Customer Service Flexibility Problem Solving Clerical Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is normally of a sedentary nature, although the employee may occasionally carry light items such as books, files, and reports form one office to another. Typically, the work is performed while comfortable seated at a desk or table. No special physical demands are required to perform the work. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
