Has principal responsibility for planning, developing and implementing research projects designed to evaluate and improve the effectiveness of department services, and to contribute to program policy decisions.
Essential Job Functions Plans, initiates and develops studies of department operations.
Consults and advises on both existing and proposed research projects and incorporates methods of evaluation necessary for measures of effectiveness.
Establishes and maintains liaison with County departments, other government agencies and community agencies regarding research activities.
Conceives, develops and promotes special research projects; negotiates with funding agencies for financial support.
Evaluates information secured through studies and consultations and recommends new and revised programs.
Develops and recommends standards for evaluating programs and for preparing research reports.
Participates in policy discussions based on research studies and data compiled.
Requirements MINIMUM REQUIREMENTS:
OPTION I:
A Ph.
D.
or other doctoral degree from an accredited college or university with specialization in a field of the behavioral or social sciences -AND- Two (2) years' post doctorate research experience including responsibility for the design, evaluation and implementation of research projects in a behavioral or social science field.
OPTION II:
A Bachelor's degree from an accredited college or university in a field of the behavioral or social sciences and any combination of relevant education with experiences totaling six (6) years.
PHYSICAL CLASS:
Physical Class II - Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting.
Considerable ambulation may be involved.
SPECIAL REQUIREMENT INFORMATION:

ACCREDITATION:
Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources.
Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references.
Foreign degrees must be evaluated for equivalency to United States accredited institutions standards by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc.

DESIRABLE
Qualifications:
Credit will be given to applicants who possess the following:
Research experience working with quantifying survey data reliability in sampling size determination for health-related data collection.
Research experience working with data sets characterized by large volume and integrated from various sources.
Research experience conducting spatial/network analysis using ArcGIS or other major GIS software.
Research experience working with SAS/SPSS/Stata/R or other major statistical software.
Additional Information EXAMINATION CONTENT:
Once we have determined that you meet the Minimum Requirements, the examination process will consist of an evaluation of education and experience based on application information, desirable qualifications and supplemental questionnaire information submitted at the time of filing weighted 100%.
Applicants must meet the Minimum Requirements and achieve a passing score of 70% or higher on the examination (evaluation of education and experience) to be added on the Eligible Register (hiring list).
Passing this examination and being added on the Eligible Register does not guarantee an offer of employment.
ELIGIBILITY INFORMATION:
The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.
NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
